This should probably have been placed under Europe, the rights society is BIEM/MCPS

Why would anyone remove it from its original case to store it in another?

Music Master CD catalogues list 'BIL CD 1' as June 1988, I have Music Master issues 1989 to 1993 and 'R.E.D. Edition 1997' 'CDP 32 1660 2' is not listed in any of them.

The 12" and promo singles only had two tracks, this three track version was also released on the CD single 'SUAD CD 30'
