I think that "Keeper" is a traditional song, and it's not beyond possibility that in the sources used by Dyer-Bennett and Pears/Britten respectively, its origin was attributed to London or to Suffolk as the place where the song was 'collected'. (Pears & Britten lived at Aldeburgh in Suffolk for many years).
