 So they really were stating the obvious...

I suppose we could compare it with this. Or this contemporaneous USA one. Maybe it was an idea for a house style that they soon realized was superfluous for the main label.

 The sentence:

By this time, U.S. Victors had acquired the designation of RCA Victor (in 1946) and the label introduced in 1947 was essentially a duplicate of the current U.S. RCA label, with a legend at the top reading "Victor Black Label" (God knows why!) on the first few issues.

 I doubt they were just stating the obvious. Presumably - as your(?) notes suggest - it represents a series. Possibly it was an indication of high quality (price) or value for money (price).

Brunswick in the UK had a "red label" series, which I'm told was priced differently. They had red labels. Although the only one that's been uploaded here so far is one of the blue Fred Astaire ones. It has an "RL" cat. no. though.
