 Acc. to the sessions, I think Dec. 1938 or 1938 is reasonable. Don't you?

 Nope -- recording sessions 1935 and 1938. According to this (rather messy, IMHO) website (http://www.78discography.com/vic26000.html) Weary Blues is from 26 September 1935 and Boogie Woogie is from 16 September 1938.

Besides, 1922 would mean it was acoustic, which it most certainly not!

 Compared with the US release, it should have been released in appr. Dec., 1938.
Following the matrices, I'm a little bit confused.
It points to Febr., 1922.
Maybe it was recorded in 1922?
Until new facts come up, I think you're on the right track.
