 Another possibility is that the person etching in the Deltas got things mixed up. Why didn't they even use the 7 and 8 instead of the 9?

 Does these numbers really prove that the 78 rpm issue was ever produced or even sold in the stores? Strange anyway that Delta numbers for the 45 A-Side and for the 78 B-side should be the same.

I know of at least 2 or 3 singles with album Deltas, and quite a few with a wrong Delta scratched out and the correct one etched in.

The date of the very last 78-rpm record is not known, although some claim that the last one issued in the U.S. was Chuck Berry's "Too Pooped to Pop " (Chess 1747), released in February 1960.
and here:
Atlantic/Atco ceased 78 production (in United States) in Feb. 1960, according to most sources. The highest 78# I can confirm is 6133. I have listed up to 6178, just in case. If you can confirm a US Atco pressing higher than 6133, please let me know.
