 I believe the title should be "Sparky And The Talking Train"

 Based on information submitted with surrounding numbers, I have filled in the year of release. The month of release would be in the Fall of 1949, probably October or November. Peter Muldavin's "The Complete Guide To Vintage Children's Records" gives the title as "Sparky And The Talking Train" with an American release date in 1947. I think it is probable that the composer on both sides was the same person. I don't know whether his name is properly Livingston or Livingstone.
