 I can confirm that this is definitely black.The picture JockGirl has pointed out is, i would say a black label but tilted in such a way to reflect the light so it appears blue.I did enter 1949 when submitting this record but someone changed it to 1950 almost immediately.

The only blue shellac UK Columbia's I have seen are early days 80 RPMs and other 12" discs plus the YX series. I'll admit the sleeve is blue , and its not a sleeve I have noted before in my collection.
