 It looks like a ball of string you would be good at unraveling, scrough. Interestingly, I had a very similar thought about wartime operations being somehow responsible, but your enlightening information seems to suggest otherwise.

 Fact: FB 2869 is the highest release in the Nov. 1942 supplement, so FB 2878 in Dec 1942 is not implausible. FB 2746 was Jan 1942, and my next nearest is FB 2881 in Jan/Feb 1943. So 'That huge balloon of putative 1942 releases' over hundreds of issues has probably been blown up way beyond its correct size. BUT !This was war! and strange things can happen.

 Information submitted with surrounding numbers suggests a year of release of 1942. Dozens of FB numbers from a range encompassing hundreds of issues both lower and higher sequentially than this one are in this database and shown as 1942 releases. But (there's always a but) one very close number (FB 2878) is shown with a specific release date of December 1942, and 12 numbers from smack in the middle of the range (and none from any other part of it) are shown as 1943 releases, including several with specific months assigned throughout 1943. I naturally have to wonder how much of that data is accurate and how much any of it can be relied upon in this instance to peg the date of any release closer than 1942-1943, or if even that is truly possible. That huge balloon of putative 1942 releases continues to confuse matters for issues in this database shown as from 1945 or later.
