 Vice Pres would have been Russell Jacquet's brother, Illinois Jacquet, who was doubtless under contract to another label at the time. Vice-Pres was an allusion to Pres, aka Lester Young, the saxophonist who was so-dubbed by Billie Holiday in response to all the "kings" of this and that crowned by publicity men of the 1920's, 30s and 40s. Jacquet was an early follower of Young's "cool" style, which was a breakaway from the dominance of Coleman Hawkins. Sax battles between Pres and Herschel Evans, the resident Hawkins acolyte, were a big feature of the early Count Basie band. Young's style would be one of the foundations of Charlie Parker's music and of most of the best bop saxophonists. Jacquet, on the other hand, would eventually become known as a progenitor of the "honkers and screamers", a school of players who drew on the more primitive aspects of the Kansas City style to craft extended live performances that built in volume and rhythmic intensity while working over riffs. He found his platform for this with the Jazz At The Philharmonic package and was a heavy influence on rhythm and blues bands.
