the lead author appears to be chosen either by the contributor, randomly, or - possibly - by an alphabetical order sorting (?on surname? - ?on full name accorded starting with first name?) -
- this is not by any means as good as giving them equal weighting, and having their collaborations appear in both authors' primary listings --
but this latter would take the writing of some code, its testing, sorting out any bijoux bugglets that appeared - and take up valuable time of the divine o.c. (if s/he exists).
eugene burdick was an author with a track record in writing novels, generally with a strong political theme, and often near-future set: not always borderline sf, but quite liable to be so.
harvey wheeler was a ''political scientist'' - people are debating whether political science exists still, half a century on - and a scholar with a track record of publications within his field, but none in fiction or political fiction outside of his two collaborations with eugene burdick.
another collaborator on two politically-themed novels with eugene burdick was william lederer, who was primarily a military officer in the u.s. navy (1930-1946 i believe), after serving as a line officer becoming a public information officer and political adviser to the commander-in-chief pacific, admiral felix stump.
aside of his collaborations, he wrote lighthearted and humorous novels, and children's novels, and non-fiction reporting on and analysing merkin political failures in south-west asia, and suggesting ways, methods, strategies and political tactics that he developed with eugene burdick that they considered much more liable to be successful, than the application of pure military force.
their arguments led in at least some part to the establishment of the peace corps in 1951 by president john f. kennedy.
- given the above, i think it is perfectly reasonable to acknowledge these two as collaborators with the primary career adult political fiction author, eugene burdick.

the indicated 3rd, 4th, 6th, 7th are wholly merkin-printed, for general distribution, progressively dropping numbers from the printing history number line, retrospectively deeming the canadian-carcassed first printing to have been the second printing;
but by the time the 4th printing sold out, someone at new american library (who actually organised the printing, binding, distribution of daw books) noticed that the second canadian-carcassed printing had been indicated as the 2nd printing by its number line, and retrospectively deemed it to have been the 5th printing, so the 4th wholly merkin printing was followed by the 6th, as indicated by its printing number line.
this problem arose repeatedly with the new american library's accounting of its own signet books imprint mmpbs as well as with the daw books mmpbs it produced:
to start with, nobody noticed, and the re-printings' allocated numbers rose independently in merkia and canada; not only was it theoretically possible for separate reprintings to bear the same reprinting number, but this actually occurred quite commonly for popular titles;
then someone noticed, and this method was adopted, of skipping numbers in the merkin printing number sequence to allow for canadian-carcassed reprintings that had been produced numbered on from the canadian first printing (which in the meantime had been deemed to have been the second printing in the accounting of the wholly merkin-printed reprints);
this method of retrospectively skipping numbers in the merkin reprints' number line accounting was not foolproof, and it also gave rise to situations where actually simultaneous canadian and merkin reprints' numbers were wildly adrift from one another;
somewhat later on, the simultaneous reprints of canadian-carcassed and wholly merkin-printed mmpbs were allocated adjacent numbers in the printing number line. all such pairs that i've been able to check have the lower of the two numbers allocated to the wholly merkin-printed reprint.
