cultural survey & interplanetary relations bureau series #1:
#1: "the still, small voice of trumpets" (1968) (this novel)
#2: "the world menders" (1971), q.v.
#3: "the light that never was" (1972), q.v.
#4: "monument" (1974), q.v.
the internal chronology is not necessarily the same as the publication order: most of #4 probably takes place before #1, but since characters don't overlap, this doesn't really impact upon the reader; however, "the world menders" is definitely set after "the still, small voice of trumpets", as the set-up of the second novel involves the entire trained cultural survey's personnel having been transferred to the interplanetary relations bureau as a result of the events therein.
a novella, two novelettes and two short stories in the same fairly loose cs/irb setting were published in analog 2001-2003; these still remain to be collected in a bound book:

perchance to dream (novelette) vol.cxxii #8(?), 9/2002
the pristine planet (short story) vol.123 #3, 3/2003
of the zornler, by the zornler... (ntte) vol.123 #6, 6/2003

rapp & whiting ltd. would not retain their independence very much longer, being bought by andré deutsch ltd. and, after a little life further as that publisher's sf imprint, disappearing - presumably, forever.
printers a. wheaton and company would also disappear - swallowed up by robert "the bouncing czech" maxwell's british printing corporation, later bpc, later bpcc or bppc or bppcc, later maxwell communications, which was itself broken up after he proved^W demonstrated that bouncing does not equate with buoyancy in a strictly marine mediterranean environment - but not until after he'd defrauded millions out of the entire pension fund he did not own but did, alas, control...
