 I wouldn't argue with 1989, as according to my notes (for what they're worth) there was a reissue campaign with CD's. April 89, June 89, July 89, Nov 89, Dec 89 - all on CBS.
But not every album, as a few had come out previously in 86/87/88, however, the majority were in 89.
So, I'll get that Feb '91 date removed and changed to a ballpark 89, as I've no idea of the exact month.
I'll also have a look at date entries I made for other Dylan CBS discs and check that they aren't listed as Feb '91 either.

The next reissues out in Feb 91, were as you've rightly stated, all on Columbia

 That transition period was alluded to in the linked press article; there was almost 3 years between the signing of the sale agreement in January 1988 and the required name change in 1991 - see the second paragraph. If you bought your CD player in 1988, I imagine that would have been during the transition period after the sale, but before the name change, so Sony were able to offer CBS discs. (Before January 1988, they would probably only have been able to do that in Japan and the Far East, where the CBS/Sony joint venture record company existed).

I'm having trouble pinning down the exact date of the CBS reissue with this catalogue number; a previous Music Master Record Catalogue published in 1989 doesn't list any CD issue at all, only that the LP version was deleted 17th April 1989 and the cassette version on 22nd August 1988. Going back even further to their 1988 Main Catalogue (a big red hardbound book), that only lists LP (CBS 86326) and cassette (40-86326), BUT at some unknown point there was a CBS CD version with catalogue number CDCBS 86326, because that is listed in the Platterlog catalogue here in Australia as of August 1988 (most probably an Austrian pressing, as CBS here usually imported Austrian and other European pressings until Aussie factories were up and running). A quick look in the Australian Chart Book for 1970-1992 suggests that CBS switched to the 6-digit numbers in 1987.

My feeling is that CBS 467040 2 would have been issued later in 1989 (after my catalogue was published) or in 1990, but we probably won't find out unless someone else here has a 1990 (or possibly early 1991) Music Master, or Music Week's weekly new release lists, or similar. Funnily enough, CBS and Sony never issued it in Australia with that number; current pressings on the Columbia label still show CDCBS 86326, inside packaging that is outwardly European and has the CBS logo! Sony here seem to be very slack about updating packaging that is now 26 years or more old (some other Dylan releases are in the same boat), but maybe they can get away with that as long as the actual disc is branded with the correct label name and logo.

 I think you will find that there would have been a period of transition which is kinda normal for business buy-out's/mergers. Plus the fact that Sony-CBS had close business links for many decades previously. However, none of which answers the fundamental question.
When was this Dylan disc re-released on CBS with this cat#?

I've just remembered something. In 1988, I had bought a Sony 6-Disc CD player (one big tray that rotated to load 6 discs) and the purchase included 6 free CBS CD's from a list you got within the packaging and you filled it in in, sent it off and they'd post your free CD's back to you.
With these all being CBS label CD's - before this Sony buy out and label change to Columbia - what was going on there?
I still have at least 2 of them, Dylan's 'Down In The Groove' - as listed on this site, as well as Santana's 'Zebop!', also listed.

 Reuters news item published in the New York Times on October 16, 1990. The name change was required under the terms of Sony's January 1988 agreement with CBS Inc. to buy the CBS record operation. A legally binding contract. You may well have bought your disc after January 1991, but it could have been sitting in the shop's shelves for 2-3 years for all anyone knows. And. libel laws being what they are, I'm not going to get into whether or not there were any underhand goings-on; you can take that risk if you like.

 Righty, to summarise.
I have a CBS reissue - determined by the fact it doesn't have any CBS or CBSCD blurb before the cat #. It also has a red tray - so automatically the budget priced reissue (and I certainly didn't swap trays or anything), and the fact that I bought it with others around the date I gave.
Now that date I listed as Feb `91, I took from a discography listing I can't remember when and perhaps/probably is incorrect for this particular disc if you reckon the info that you have is good and why shouldn't it be providing it's not coming from Discogs, so it must be earlier, but certainly no later. The same discography listing stated it was released again on Columbia in March 1993, if memory serves.
But I cannot buy this "they were not allowed to" story at all. If they have a load of discs in a warehouse they will sell them, that is guaranteed. The only thing that matters is the publishing which is already well and truly taken care of.
Regards "not being allowed", you may be interested to read what I had to say about International releases on the CD forum last week - there's some serious underhand work at play and rules are for breaking.
Just like what Clive Davis did at CBS!

 The two copies I mentioned in Discogs, both with the same catalogue number, both have images - one is on CBS, and the other is on Columbia. The CBS one must be pre-1991 because CBS Records became Sony Music Entertainment as of 1st January 1991, and so had to change the CBS label to Columbia because they were not allowed to use the CBS name any more. And for the record, I wasn't trying to come on like you don't have a clue, just appraising you of some well-documented facts.

Anyway, the images:
CBS copy- note that there is no CBS or CDCBS prefix to the catalogue number.

Columbia copy - COL prefix to the catalogue number on the back insert, but not on the spines.

So, the catalogue number was first used on CBS pre-1/1/1991, then reissued on Columbia thereafter.

 Lastly, as I forgot to mention.
You mentioned Discogs. You cannot be serious my friend. That site contains loads of very false and bogus info and should NEVER be trusted to inform you - and especially you having read that rubbish and coming on to me like I ain't got a clue.
Did my list of recording venues in my Notes section not suggest anything to you?
You never saw that info on Discogs for this CD, did you?

 Are you saying they have the CBS number that I listed as a Columbia release? Automatically that suggests the catalogue is incorrect - these things often are as I've lost count on record reference books/cats I've got that are chocha-block with errors.
I'll get my scanner out and scan it up and you'll see it for yourself.

Another thing: Had this disc been an original CBS release it would have had a company prefix code before the cat #, like CBS or CDCBS. It doesn't.
Another thing: Most of these reissues made in Austria came with Red CD trays to readily identify them as mid-priced, which is why I bought them all again despite owning the Vinyls.
Not all were mid-price, such as Blood On The Tracks - a big seller.

 Of course it's on the CBS label. What sort of question is that? Just about every single Dylan album was reissued in Europe around then, all manufactured in Austria, some CBS, some Columbia. You obviously didn't bother yourself to check out my Dylan collection, otherwise it would be absolutely self explanatory that I do know what the score is.
They were not released chronologically in the same sequence of the originals, and they released them in batches with good sellers mixed with poor sellers to encourage better sales with the poor sellers; this album most definitely being one of Dylan's all time worst sellers when it was first released in `86.
But what you need to understand is how huge companies like CBS/Columbia work, as they schedule their releases way in advance, have them manufactured in advance sitting in distribution warehouses awaiting the release schedule - they don't do last minute rush jobs at the plants just because the company will be switching labels at a certain date. There's going to be a cut off point, but not with this particular one, hence, why it's on the last of the CBS's.

 P.S. I've just seen two copies of this disc with this catalogue number in Discogs, both undated. One has the CBS label, distributed by CBS Records, and so would be pre-1991; the other has the Columbia label, distributed by Sony Music The February 1991 date would apply to the latter, in view of the change of company and label names. The 1992 Music Master CD catalogue has this number as being on Columbia with the February 1991 date.

 So is this one really on the CBS label? As of 1st January 1991, the label became Columbia almost worldwide.

 Had I found it 1st time around I wouldn't have listed it - if you care to look at my Dylan collection, the LAST thing I'd want to do is to have to list yet another.
That said, the info on the entry you highlighted is crap - there isn't any - and the issue date is incorrect. This CD was released in 1991.
