Thanks very much for the information, useful to know about the barcodes. I thought it must be Hong Kong Dollars, and i see now it's been changed to Hong Kong.
The only possible discrepancy being that, as you say, Hong Kong was returned to China in 1997, this albums earliest release date was 1998, i'm not sure of the release date of this one, but it must be 1998 or later, so therefore, does that technically make it Chinese? ;)

Hong Kong and Chinese Currency are different.
Currency in Hong Kong is called 'Hong Kong Dollar (HKD)'.

Barcode in Hong Kong starts with '489'.
Barcode in People Republic of China starts with '690' or '691'.
Barcode in Taiwan (Chinese Taipei at IOC) starts with '471'.
Kowloon is in Hong Kong Region,north of Hong Kong Island.
(This means Kowloon isn't in Hong Kong Island.)
Not 100% on the country here, at first i thought it was Taiwanese because of the competition offer on the front of the OBI, but the posting address for the competition on the back of the OBI is Kowloon, so Hong Kong, so Chinese?, and i presume the $115 price sticker is in Hong Kong dollars?.
There is no match on Discogs, all 3 of the Taiwanese and both the Chinese entries do not match this one, so have gone with China but, if anyone knows any different i'm happy for it to be changed accordingly.
