I think you could be right there - looking in Discogs and old Schwann catalogues, original UK, Europe and US CD issues going back to 1983 all seem to have been on London (the very low catalogue number in the 8xx xxx range suggests that it was one of the first CDs), although Schwann somehow had it as being on RSO! I think the label would have had to change in 1990 when London Records Ltd was created by Roger Ames for the then-current pop product by All Saints, Bananarama, Bronski Beat, Fine Young Cannibals, etc (still distributed by PolyGram at that point, though later they moved to Warners), and as the parent label Decca was being reserved for the classical catalogue (though even that was still on London in the Americas and Far East due to MCA owning the Decca name in those places), Deram was the most suitable replacement.
This looks like it is a duplicate of the 1988 Europe issue linked below; the back covers seem to be identical, both including the French distribution code BA899 (distributed by Barclay). Much of PolyGram's CD product came from Germany at this time (as did that of other companies like BMG and WEA), and was intended for at least European distribution, if not worldwide (many Euro pressings were released in Australia by the major companies' Australian subsidiaries, for example).
