Yes, Discogs has one, though the date is shown as 1991, because of the enclosed booklet celebrating Dylan's 30 years on Columbia; I suspect that this was a new booklet shoved into existing stock manufactured between 1989 and 1991. That R.E.D catalogue shows the label as CBS, unfortunately I don't have any of their predecessor Music Master catalogues between 1988 (when only the LP and cassette versions with the same number were available) and 1991 to confirm my theory, but the company name Sony Music Entertainment and their use of the Columbia label almost worldwide (different companies owned the name in Japan and Spain, and still do in the former country), only came about as of 1st January 1991; EMI controlled the Columbia name in most countries before that, finally selling it to Sony in 1990, so CBS wouldn't have been able to use it internationally in 1989.
So, in summary:
1989 release - CBS label;
1/1/1991 or later - reissued on Columbia.
