Perth was similar to Adelaide, we did not have any HMV stores. In the Perth CBD Sanity had their specialty store which had a tremendous range of imports for material that was not released in Australia. This also acted as their own distribution center of imports to the suburban shopping center stores for customer orders. The Perth Sanity store only lasted a short time.
Looking in my 1988 UK Music Master catalogue (which I didn't think to do before), it looks like the LP and cassette versions were released in July 1985, but this CD version not until 1988 (month not specified). Interestingly, the distributor is shown as PolyGram, so they must have been distributing Island before the actual purchase. We never had HMV in Adelaide, but we did have Sanity (still do), and it is not unknown for them to do special imports sometime, and I'm sure HMV would have too, as their English parent did. So, I tend towards this being a UK release only. Also, Music Master lists the label for this as Mango, and looking at the images, I'm inclined to agree that should be the primary one.
The fact that this was "mastered by Nimbus" indicates UK production but it was definitely bought here between 1988-92 most likely at "Sanity" a national retailer or "HMV" when they were here. Now that I think about it that whole HMV period, 3-5 years late 80's to mid 90's was a great example of the prevailing capitalist global marketplace idealogy. This would have seen a flood of UK and European produced stock released here or at least retailed here with no records of official release. More problems, I'm afraid but I can't even find a UK or European listing for this. It's a mystery to me? Anyone got any ideas?
Actually, I'll just qualify that my collection of Platterlog catalogues only starts in 1988, so it is possible that Festival released it before then, either with this number (least likely) or one of their own numbers (more likely on aforementioned stickers, which sometimes become unstuck and fall off, as happened to my copy of Ike & Tina Turner's RIVER DEEP - MOUNTAIN HIGH).
Based on this number's non-appearance in Platterlog (and also no appearance with a Festival number), I would think it was just an import, rather than being distributed by the local licensee, and so doesn't qualify as an Australian release. It seems to have been released by PolyGram Australia in about 1992 with a new number, 824 870-2, apparently a later reissue also available in other countries, so that one would be International.
It looks like Discogs has the original LP IRG 5, but not the equivalent CD, CD IRG 5, and as that number appears on this CD's inner ring, I would say that Island just used that CD master to produce this. It's not unknown for previous catalogue numbers or matrix numbers to appear as the matrix on later reissues, be they LP or CD - the Spencer Davis group CD from Australia, made and distributed by PolyGram, has a Festival number in the inner ring!

Phil the CID RG 5 is printed on the CD and the UK cat is similar IRG 5 but not the same. It's a mystery Discogs has nothing listed @ http://www.discogs.com/Burning-Spear-Reggae-Greats/master/108170 with even a vaguely similar cat#.
Oh, you got this in before I posted my other comment! For the moment, this looks like just UK, unless there's a Festival catalogue number sticker on the jewel case? It doesn't look like a PolyGram barcode either, so it looks like this was before Island was sold to PolyGram in 1988. In the absence of any number sticker, I tend towards UK for this. The catalogue number should probably just be IMCD 5 for this reissue in the Island Masters series, CID RG 5 looks like the original catalogue number from the Reggae Greats series and was just left over on the booklet artwork.
