Once,I explained concerning release date and consumption tax for Japanese audio software.

Some explanations re-written as below.
'2000-2-24 まで' means that 'this CD ought to be sold at suggested price till 24th February 2000'.
In Japan,media of audio software (Vinyl,CD,Cassette,etc) ought to be sold in suggested prices from 1953.(This means that discount of CD is prohibited by a law.)
This system (再販制度) is probably in English 'resale price maintenance system'.
From 1992,this system became valid in the period of two years only applied to audio software.
After that,many record companies shortened six months from two years.
At that time,Toshiba-EMI still remained two years.
Price of this CD set was 3107yen (without consumption tax).
A consumption tax in Japan was 5 percents from 1st April 1997 to 31st March 2014.
So price with consumption tax was 3262 yen.
