 Yeah,i suspect that the latter may have been the case here,i.e,they may have came up with the title/artwork and then compiled to fit.I'm sure if they tried they could have got 26 on all four CD'S,but then it would have been "104 Northern Soul Anthems",which doesn't quite have the same ring to it,plus the artwork would not have been symmetrical,and therefore not looked so good;).It's not a bad compilation (at least all the tracks are equally balanced,volume-wise;).
(Actually, now that i've thought about it a bit,what i've said above doesn't make sense.What's the thought process when planning a compilation?,what's the compiler's first thought ,is it i wonder how much stuff we've got,and then how many Discs,and then perhaps how many tracks per Disc,and maybe in this case it was originally 25 per Disc,and they squeezed/or amened the selection to pop another one on Disc 4?,who knows?,any compilers out there?.)

 Could have been the most they could have fitted onto four CDs gregs78s. Or it could have been that they had come up with the idea for the cover image, with the mock-up disc in the middle, and just thought it looked good.

As to the music, apart from the lack of any Motown recordings, the content does seem to do what it says on the tin!!

 Why 101?,why not 102,103 or 100,99,98,perhaps it just sounds better ;)
