 This debate will run and run... Sleeves seem to be multipurpose, with U.K. and INT.... catalogue nos., so making 'made' and 'printed' irrelvant.
Europe as the country gets a good case, and I see is used a lot now for CD albums, but for CD singles, an almost discontinued format, it would backdating a status never used in their prime.

Fast forward to the withdrawn EJSCD38, EJSDD38 supposedly very rare in both versions, (Record Collector and other reports). I bought many copies of both of these from a discontinued stock market stall a mere year after release for £1 each. All though the 'MADE IN W. GERMANY' silver side circular text type.
So the 'MADE IN U.K.' EJS....38 may be the rarity but all (4) versions may still be U.K. as they carry the EJS....38 cat no. (above the INT number!!)!!

 But in this case I bought it in France and there is an international number as well. So it was sold in other countries. It could be listed as French, Dutch or from any other country. That's why I think it better be listed as German. Maybe as an export single (like the 7" singles in the 60's, made in England but for the American market).
Or European ?

 Which country a disc is filed under is usually determined by country of release rather than of manufacture. Many UK releases were manufactured/printed elsewhere from the 80s onwards (vinyl singles - 7" & 12" - were often pressed in France or, latterly, the Czech Republic, for example).

The fact that the disc and sleeve bear a UK cat# would indicate that the UK was the country of release.

 The CD was made in Germany and the sleeve printed in Germany. I would have put it as a German CD.
