Yes, it would be easier, but unfortunately, that would not be correct...
...Firstly, according to site guidelines, which wants to have entries based on where they where sold / available as opposed to manufacture,
And secondly, even going by manufacture proves (especially in CD worlds) a false sense of simplicity, which would only end up causing more confusion (as if there wasn't enough already! :)
, as modern practice in CDs means many CDs were assembled from parts made all over for sale in a country / area which may not even include the places of manufacture.
Additionally, you will often find that a specific German release ran alongside a release intended for the wider European market, but was not intended for them...
So you'd end up with two different "German" releases of the same single, one which was available in the wider European market, and the other only in Germany.
The same is true, by and large, of other countries too, according to their European status, the success of the particular single beyond the native shores, the notoriety of the artist, or a formulation of all of these... and all of which may change over time, as their status changed.
It doesn't seem to make sense, because, mostly there isn't, or wasn't any central sense or logic, but different systems and logics running parallel with each other.

(This is why there's a lot of duplicates on discogs... their different contributors are using both methods: By country of manufacture, and of release)
We're trying (to quote Darth Vader) to "Bring order to the Galaxy!" but reckoning these things out according to the misty, out of focus truth of real world releases in markets...
Where you and I could have expected to have found the items originally. A fact, that going by manufacture, would obscure these facts in history.

wouldn't it be easier to base the listing on the country of manufacture, germany in this case
as we now have a double listing of the exact same cd single(one under Germany and one under Europe)?
