Biography - Locarno ![]() Originally built in 1852 as the Town Hall, market place and Corn Exchange combined! Town Hall offices and name moved to Regent Circus in 'New Town' in 1891. Place became a roller skating rink in 1910, and The Rink cinema in 1919. After WW11 it was refurbished and reopened as the Locarno Dance Hall. Eventually a bingo hall and left vacant in the late 1970s, becoming more and more derilict, two fires in 2003/4 left a mere stone shell.
