Biography - Locarno UK Originally built in 1852 as the Town Hall, market place and Corn Exchange combined! Town Hall offices and name moved to Regent Circus in 'New Town' in 1891. Place became a roller skating rink in 1910, and The Rink cinema in 1919. After WW11 it was refurbished and reopened as the Locarno Dance Hall. Eventually a bingo hall and left vacant in the late 1970s, becoming more and more derilict, two fires in 2003/4 left a mere stone shell.
