Notes cover price: 15 cents cover: Roy Asa Haynes (1881–1940), previously the editor of a daily newspaper in Hillsboro, Ohio, was appointed United States Assistant Secretary of the Treasury in charge of Prohibition enforcement by U.S. President Warren G. Harding. Haynes, who served from 1920 through 1925, was considered to be a puppet of the Anti-Saloon League.
