He became a leading spokesman for cooperation with Communists before 1939, the year he was expelled from the Labour Party. During World War II, he was a member of the War Cabinet but failed in his efforts to resolve the crisis in India, because his proposals were too radical for Winston Churchill and too conservative for Mahatma Gandhi.
