Notes cover price: 15 cents cover: Frank Billings Kellogg (1856–1937) served in the U.S. Senate as a Republican representing Minnesota from 1913 to 1923. At the end of World War I, he was one of the few Republicans who supported ratification of the Treaty of Versailles, He served as U.S. Ambassador to Great Britain from 1924 to 1925, and as U.S. Secretary of State from 1925 to 1929. He co-authored the Kellogg–Briand Pact with French foreign minister Aristide Briand, which called for "the renunciation of war as an instrument of national policy". Kellogg was awarded the Nobel Peace Prize in 1929.
