Topic: Special Indicator?

I have a 10" 78 of "Hawk-Eye" by Chuck Miller, released on Mercury, #70697. It has, what I can only best describe as, a fabric page reinforcement, used to reinforce the punch hole in notebook paper and other binder paper products. It's white and feels like and appears to be made of woven fabric. I've never seen anything like this, let alone on a record. I'm not the original owner so I don't know if this was applied by a previous owner, a dealer or by the factory. I did carefully lift up on the edge of the "reinforcement" to see if it was adhered or embossed and it seems to be a sticker of some sort, and is surely adhered.

My question is if this could be some sort of indicator of a promotional copy, cut-out, etc. Can anyone shed some light?
