To be a Label, the company have to sign directly with the Artists and their managers.
It is very low probability the state companies from the Eastern Bloc to have had it. In these cases they are publishers that have signed with the Labels and have issued certain albums under license.

As for the original logos, I think it's been not quite observed. They could put it or not, nobody is above them (you know what I mean). Bear in mind that sometimes there is no original logo even on the packages. Only a small sized text indicates that this is issued under license.
