If I understand correctly, most 78s were sold separtely in their heyday and owners would build their own collection of songs in album books. After the debut of the 45, labels began marketing 78 collections or albums similar to the 7" EP. In many cases, the discs in these albums were sold separately and only combined into the album book or set if the customer wished to purchase it as a whole. Keep in mind that records back then were not sealed. Folks could sample a record in the store and build-your-own album of several 78s with ease. This was common place until the EP and eventually LP became the predominate form of an album.

I believe this is why it is recommended to enter 78 discs separately and as a set if marketed with other discs in an album or set.
