twinned holed acetates were an american standard from early days of records, as the video demonstrates one the holes is for a holding pin - this ensures the discs dont slip when they are being carved.

Phil Soloman passed away just a couple of years ago in Bournemouth actually, he was 91 [roughly].

The circumstances of Twinkle's career are bit vague, with "retirement" at 18, but she came back later on. Its not inconceivable to me that Decca or her management may have planned an album. I think you have an original 60's disc there, its all Decca material and the lettering on the disc is done in that waxy crayon. I have had here some 7" acetates with exact same kind of notation on them. Its looks to me like a genuine album tryout.
