I take it though if it's an English language movie the one meant for the UK market would have covers in English with foreign subtitles on the movie, and one meant for the Japanese market would have covers in Japanese with either the movie overdubbed in Japanese or have Japanese subtitles. Also if I buy a USA DVD (Region 1) or Blu-Ray (Region A) I still enter the country as USA because i'm basically importing it to the UK. Yes, that's generally how it works. But the issue is when you get a DVD with multiple languages on the cover, because it's intended for sale in multiple countries.
