The matter of what is and what isn't can be very subjective.

With TME 2019 it is worth noting that it was released (with 6 tracks) as a 7" EP (here) so I would argue that yes it is a single as it was originally released (and promoted) as a single, whereas Pink Floyd's "First Three..." was promoted as a Mini LP.

You'll also find on 45Cat a number of 7" EPs with more than 4 tracks (check out Elvis Presley) however the 4 track rule that the UK Charts company uses (outlined above) I think only came in mid 80s when records were being issued in many formats all to push the record up the charts. I think "Relax" by FGTH was the straw that broke the camel's back and caused them to rewrite the rules.
