I think for present titles magazine publishers should do this. Most magazines and books are created electronically these days ( since when ? I remember in house publishing on Zerox computery type systems in the early 1980s - that system didn't talk to other computers though ) .

For me old magazine the interesting stuff is the adverts, rather than the editorial. newspapers.com has old newspapers, which they charge for view access for, but their search within colums feature is a bit unreliable.
