Can anyone give me some background on the group featured on the A side of this record:

I think they may be an Italian guitar group similar to the Shadows. I also think that this was issued as a 45 in some territories on X, which was an RCA Victor label. It was a part of an LP entitled Here, There, Everywhere released in Italy as catalog LPX 4002 on the X label. (see http://www.discogs.com/Downbeats-Here-There-Everywhere/release/3182590)

from what little info I can gather from Billboard magazine [1962] Ray Garnett appears to be an artiste specializing in cover versions of other peoples hits, I strongly suspect the downbeats is likely to be a studio band that backed him.
You can search archive Billboard Magazine online, via google, be warned there are several different bands called The Downbeats such as this Payola scandal
PPX was a New York based company/label which made cheapo copies of current hits then leased the tapes to different labels outwith the US.
The company was run by Ed Chalpin.
"The Downbeats" is almost certainly just a made up name for a group of session men - if we ever find out who exactly was involved I'll be very surprised.
