If all the issues still have 31584 in common, then they all go under the same issue with the variant PE being entered into the "Other Cat#s" section of the "Edit Record Details" page.
This has been done to prevent multiple entries of the same record, after all, we're not Discogs, where we create multiple entries of the same record because of a minor variance like pressing, label design or the label on purposely changing the prefix letters of a catalog number to indicate a price change.
