Although this record has a 12" style Cat#, it is played at 33 1/3 RPM.

 33 rpm pulls it across the line into "albums" for me. It's too remote from a single to be considered one. No A-side, no 7-inch equivalent.

The artist field though - Secret Policeman's Ball was the title of the event. There's no such act, so surely it has to be various?

 There really is no right or wrong on this. It's an album that's been marketed as a 12", so both sides are correct.

 May be a totally silly idea, but I feel for a long time that there is no reason anymore to differentiate between 12" formats (or 9,5" to 16", if need be), any time more than 2 songs are there, it is no longer really a single, and discussions are prone to arise. Just merge them all, and let marketing arguments go to sleep. I at least have them sitting in my shelves by size (and then there is the story of the 4 track mini-album that could be a maxi single..... to be continued, no doubt)

 I agree about the cat no and all, but everything else flies in the face of our own definition of an EP/single. And they even contradict themselves by calling it an album on the back.

Maybe we should put it on BOTH worlds if we can't decide.

 This kind of problem was discussed with CD singles here.

Using the principles listed there;

It was marketed as a 12" EP by Island and elsewhere on the web it shows as that (Wikipedia).
It has a 12" cat #.
12" top opening style sleeve that didn't come with an inner. Not what you would expect with an album even a budget one.

Yes a fair few tracks than the average 12"EP at that time but every category will have an exception or two.

For the record my view is its a 12" EP/Single and should be credited as Various Artists.

 I'd agree it ought to stay here. The 12" Cat# was possibly used purely to enforce and emphasise the budget price of the record ?

Anyhow, it's pretty certain that 8 track / 34min records on 12" World would only lead to future strife !!

 Definitely an album for me and I also think the decision to list these under Amnesty International (which I had a hand in) makes sense, as it (a) keeps them together and (b) avoids having them lumped into the Various Artists bottomless pit.

If it ain't broke...

 I'd argue that it should stay here. 8 tracks, running time around 34 minutes.
Note the flash on the back cover - "Profits from this Album go to Amnesty International".
Maybe it's in a smaller cover so you could store it inside your copy of the Comedy LP?

How would AI have benefitted from this at all, if profits only were given away, from an extra low price range product?
Another good argument to merge 12"world into this one.
The sleeve is a typical 12" single type one, no inner.
