This is the same album as the U.S. "The 15 Greatest Songs Of The Beatles" on Vee Jay VJLP 1101 but the songs are in a different order.

 Thanks mojofilter for the link to the other eariy collection of Beatles songs. Atco made good use of the Polydor tracks that they had.

 There's this album, https://www.45worlds.com/vinyl/album/33169 also from 1964, that has the 4 Polydor tracks with The Beatles on them. Of the remaining eight, an unknown studio group called The Swallows do two Lennon/McCartney songs by Gerry & The Pacemakers and Billy J. Kramer (somehow a Freddie & The Dreamers song snuck in there), and the rest are covers of Beatles tracks. They don't sound like they're having much fun. They had to copy The Rolling Stones' arrangement of "I Wanna Be Your Man" because they hadn't heard The Beatles' recording of it yet.

 As this was released in 1964, it must be one of the earliest Beatles soundalike albums.
Maybe a Beatles expert can tell me of any earlier records.
