Ok, i had to check my old record list now… the inner sleeve came with this record. Bought new - from Bear Family records - in July 1984, and was found in their 1984 catalogue, too. Felt like bootleg then, still does.
R.S. would be the printers Robert Stace, and assuming that the inner sleeve actually belongs to this record, it would be from February 1982. However, I strongly suspect that this is a bootleg, as Chess had given up the Argo label in the mid-60's (due to Decca in England already having a spoken-word label of that name), and the Chess album discography at Both Sides Now shows a completely different album for number 1450, not to mention no other Dale Hawkins album than "Oh! Suzy-Q" at number 1429.
