 Hi Jasper, looking at the Festival label matrices in 45cat, they didn't get into the 4000's until 1960. By the way, you uploaded side 2 twice!.

 I picked this up a few years back in a bulk lot of about 30 albums and haven't gotten round to looking at them until now. I have never heard of the Popular Record Club but do recognise a couple of the titles from the Universal Record Club which I was a member of for a few years. It looks like it was a forerunner of the Universal Record Club. I was going to enter this as 1958 in line with the N.Z. release on Discogs (which would seem about right) then I thought that the MX4828 matrix no. might reveal something.
