According to the new Beatles book "All These Years: Tune In", this disc was produced by George Martin. Ron Goodwin, it seems, was behind some of the instrumentation and arrangements, but the book is clear that George Martin was behind the recording itself:

"The other [project], with Peter Sellers, was the most artistically satisfying project George had in 1958, and the most enduring. Over the course of just three three-hour sessions at Abbey Road, he produced The Best of Sellers, the first British comedy LP created in a recording studio... George would always refer to these productions as 'sound pictures', and The Best Of Sellers is a fine early masterpiece, a five-star ten-inch record that spend forty seven weeks in Melody Maker's Top Ten."  Hello Vinyl Album World. This is my first contribution here. A lot to type out, isn't it - and this only has 8 tracks!
Nice to have the earliest (1958) record on Parlophone (so far) though :)

Here's track B3, Balham - Gateway To The South
