ppint. 23rd Sep 2019		brief words of explanation of the front cover concept, and lp title: when the chancellor leaves his official residence of 11 downing street, london, immediately prior to heading towards the house of commons to deliver his usually very lengthy speech announcing his - the government's - new budget, giving the costings for the various government ministries' spending plans and the revenue the government expects to receive from direct and indirect taxation, he or she stands outside his official residence holding a red leather budget box (which is in fact empty) out at arm's length in a fairly extended photo opportunity for press photographers and tv outside broadcast cameramen & women. so this second emi harvest label sampler (SHSS3, because the first sampler was a two-lp album whose individual discs were cat#ed SHSS1 & 2) was, twice-punningly, because also "budget-priced", represented as the new, harvest label *special budget* sampler, held aloft at arm's length by a male model suitably suited and bowler-hatted as an archetypical city gent, flanked by the traditional one british "bobby" or policeman. . .
