Should be Modern Music for 1947. The Modern labels are part of a bulk re-issue of the "Modern Music" 78's from 1948 when the label name changed to Modern.
Anything on plain Modern was issued from 1948 on.
The 1947 date refers to the issue on Modern Music (CA) 78 - 152. The red label above on Modern (CA) 78 - 152 dates from 1948. When The name was changed to Modern from Modern Music in 1948 all the The Modern Music 78's were re-issued on Modern.
That Billboard mag issue refers to to Modern Music (CA) 78 - 146. The red label on Modern (CA) 78 - 148 are a re-issue from 1948. (without the music)
Modern records did not start till 1948
