 The United States formally declared war against Germany on April 6, 1917, but the writing clearly was on the wall as early as February, when these recordings were made. In fact, President Wilson severed relations with Germany as early as February 3, 1917, three days after the German had announced that they would resume unrestricted submarine warfare in the Atlantic.

 I've added the month of release. It's from John Bolig's Victor Black Label Discography 18000/19000 series.

Also per Bolig:

The members of the Peerless Quartet are tenors Henry Burr (r.n. Harry McClaskey) and Albert Campbell, baritone Arthur Collins, bass John H. Meyer.

The members of the American Quartet are tenors Albert Campbell and Billy Murray, basses William F. Hooley and John H. Meyer.
