 Bought as part of a job lot origin unknown (though the final paragraph may be the answer). As for the flag if you take a country like Germany, you would end up with several flags, i.e. Imperial, Weimar, Nazi, and West Germany.
As for who purchased them, your average citizen of China in the 1930's would not be an English speaker. The target market would be in the British and U.S. enclaves in the port of Shanghai, etc.

 Surely in 1931 they were able to buy these discs?

You're right about the flag - something I hadn't known before, and only just looked at. I guess it would be a lot of work for the site owners to add multiple flags for each country, or split China into 'Republic of...' / 'People's Republic of...' etc.

 Hard to believe this is the first mainland Chinese disc on the site though most likely bought by Westerners living in the free trade areas. Also the flag is wrong as the Comrades did not take over for another 18 years.
