 While it's no particular recommendation or proof, there are a number of shellacs on discogs for this label attributed as Belgian - and a sequence of titles for the artist too.

The other side's on Youtube too - a sprightly rendition of a 1930 film song I found surprisingly familiar.

 The only other Stella disc in the website, also in French, is clearly marked Made In Canada at the 6 o'clock position of the label. This one, however, offers no such assurance to one who would ignore the tags that indicate wider travels. Also, the disc of known Canadian origin has a more developed style in its decoration, although both are blue with gold lettering.This one has an older feel about it.
