 Both released Riga ca. 1934. Check out nearby matrix numbers at https://www.russian-records.com.

"Liebeslied" (= Love Song) by Nacio Herb Brown is probably his "Pagan Love Song" (with Arthur Freed).
"Im Mondschein" (= In the Moon Light) is the waltz "Moonlight Lane" by Jack Glogau and Jay Francis with words by Bud Green.

The German and Latvian titles for these American songs show that the target audience for these records spoke both languages. I don't think they allow us to conclude that the orchestra consisted of Baltendeutsche (Baltic Germans).

There is another issue by an Hawaiian Orchestra from around the same time on Bellaccord Electro 3698. As russianrecords user Konezni explains, that record, which reverses the titles and matrix numbers on its labels, was sourced from a German company:

The A side (matrix number M 4507) "Memories of Hawaii" (Воспоминания о Гаваях) contains, in fact, the song "Kula Lou" by Jack Waite. from Adler/Clausophon matrix 6379 (early 1929), also issued on Pallas 151 (source).

The B side (mx: M 4508) "A Girl from Hawaii" (Гавайская девушка) contains a copy of Adler/Clausophon matrix 6380 "Hawaiian Memories", also issued on Pallas 121 and on Tal och ton 12.(source)

So most likely, this Hawaiian orchestra was a German ensemble from Germany.

 Although this record was made in Latvia, the German titles suggest that the musicians were (ethnic) Germans. In Latvia there was a large German minority until Joseph Stalin annexed the Baltic States in 1940 and the (ethnic) Germans had to leave. So this record was made before 1939/1940. Exacty when? The Hawaii experts don't know.
