 The problem with all the Chinese handwriting recognition tools is that it is seems really important that you draw your strokes in the right order and direction. I had to combine two different sites to finally get it right:
http://www.chinese-tools.com/tools/mouse.html gave me the best recognition of my doodles.
http://translate.naver.com/#/en/zh-TW: This site let me enter the English for individual letters that looked similar to those on the record so that I could translate that into perfect Chinese characters, copy and paste these then here
http://ce.linedict.com/dict.html#/cnen/entry/,
and this helped me to learn the stroke direction for parts of the characters, so I could try to draw the actual characters on the record again into
http://www.chinese-tools.com/tools/mouse.html
and have my drawings recognized correctly.
Don't ask me how much time this took...

This is the result (note: writing direction seems to be left to right nowadays; on the record, it's right to left):

(女 = woman, 女士 = lady or Miss).

The song title is
花弄影
which translates as "A Flower Playing with its Shadow" (source).

Chen Yumei sang this song in the 1932 movie "芸兰姑娘" (A Girl Named Yunlan [=Orchid?]).

 Thanks for the tip, had a go could not seem to produce anything like the characters on the disc.
Could just be my poor drawing skills.

 You may wish to try a feature in google translate which for Chinese characters allows you to draw the characters using your mouse
