 The 81,000 series was the original 10-inch premium-prized Victor Red Seal series, costing $2 and introduced in 1903. In April/May 1906, its prize was reduced to $1. Around the same time, the 64,000 series was introduced as a new low-prized Red Seal series, which also cost $1.

Other folks may be able to give you a better answer, but if you look at this DAHR page you'll find there were two recording dates (1909 and 1916) and lots of releases. The 1909 recording on Victor 81094 wasn't 'issued' (but perhaps issued outside the US? Is 81xxx a 'foreign' series?), which seems to be why 'not issued' appears in the main heading you quoted.

 I have run into this before with DAHR. I find this statement contradicts itself:

"Victor 64038 (Not issued) (Red Seal 10-in. single-faced)
The following matrix(es) were released with this catalog number:"

First they say "(Not Issued)", but on the next line they say, "The following matrix(es) were released with this catalog number". Maybe we (I), just don't know what this means. This is confusing, at least to me. Are they saying it was not issued, but it was released? Is'nt "released" and "issued" the same thing?
