 Are both of these dark blue labels {3011566} and {3011567} from the same record, Ron? That would be an interesting combination of a Fall 1938 – Fall 1941 Bluebird Dog 3a label (3 lines of type around the bottom = RCA Manufacturing Co. Inc.) with patent nr. 1637544 (Indianapolis pressing) on the A side and an August 1937-Fall 1938 Bluebird Staff Label (Camden pressing) on the B side.

Two concentric label rings of equal length = Camden pressing.
Two concentric label rings of unequal length = Indianapolis pressing; that plant opened in August 1939 and may have started out with a stack of older Camden labels.

You probably misspoke when you talked about "buff labels". The buff label was only used until September 1937 in the U.S.
