Possibly the latter scenario would hold.

Would it be typical that records from different plants ended up in the same album, or is this a sign that some dealer later replaced some broken records?

Based on the label type on 23995 {Images #727241 & 727242} and 23996 {Images #727243 & 727244} which was typeset at Co-Service Printing in Newark, NJ, it appears those two discs were pressed in Bridgeport, CT (where Decca had a plant from 1938 to 1953); the other discs, 23997 {Images #727245 & 727246} and 23998 {Images #727247 & 727248} would have come from Richmond, IN.
