 It's not mentioned in the SMDB, and that points to, that this is an Export to Scandinavia.
There are though a lot of examples later on.
Several with prefix DB by Cliff Richard in the 60s are rel. in Sweden with Swedish covers.
NCB was probably a must to release them in Scandinavia.

 You clearly know far more about rights societies than me. I now see that our database contains other Columbia records released for the Swedish market that are also marked "Made in England" and list N.C.B / B.I.E.M as the only rights society (e.g., https://www.45worlds.com/78rpm/record/ds884). There are a number of UK Columbia records in the database that list that same Nordisk Copyright Bureau, but always in conjunction with other rights societies, such as Francis Day or Chapelle.

Is there any chance you can provide us with a scan?

 The rights are scandinavian, i choose Sweden since that is partly right atleast, there is no Scandinavia among the countries. The same problem occurs when you add 45's, The record is only made in England, not marked for the UK as the rights indicates.

 If your copy was made in England and has no Swedish text, what makes you assume it's Swedish rather than British, like this copy: https://www.45worlds.com/78rpm/record/db1861? If I had to guess, I personally would assume it's a variant of the British label we already have in the database.
