Track #2 - The Imaginations "Strange Neighbourhood" is included on the disc but not mentioned on any of the packaging, thus on the printed tracklist tracks 3-24 are incorrectly shown as tracks 2-23..

The 1997 CD was a second issue, a lot of the earlier releases were repackaged in slightly better looking format / inserts, although the booklets notes remained at the best - sparse.
You are correct in thinking that the Imaginations track was not included on the latter CD.
I'm afraid that Goldmine didn't employ proof readers nor did they check the CD's for track quality or indeed the correct track.
For example the original of GSCD101 For Millionaires Only v2 didn't show a track 9 on the listings both on the back of the CD or in the booklet and gave track 10 as 'Deceived - Ruby' this was track 9 and 10 was 'Showstopper - The Cashmeres'.
This was corrected on it being reissued.
ReviewDiscogs have this as a 1997 release, which I don't believe for one moment, for as I recall this was released in sequence with the GSCDs to either side of it, which would put it at 1993.
However I do notice that The Entry At Discogs has a subtly different front cover from that of my copy, so I suspect that it was re-promoted in 1997.
I wonder if the 1997 version had the same mistake as this release, in that there was an uncredited Track #2 .. "Strange Neighbourhood" by The Imaginations. This always led to great confusion whenever I played the CD as all but one of the tracks weren't where they were supposed to be. It also led to confusion when I entered this on 45worlds (hopefully now sorted out).
As to the music, it is typical Mid 1960s/Northern Soul fare, some of which have appeared on numerous NS compilations over the decades. Some are good, others not so good, but if this CD is good for anything it is surely the Kurt Harris track ... possibly the best record that Ben E. King never recorded ..... .
And here is the "secret track" for those who are interested ....
